Following the end of the Dominion war Starfleet realized that where military type missions would happen normal type 3 phaser rifles would be cumbersome or impractical but the firepower would be beneficial. Using a shortened emitter the idea of a compacted rifle design gained popularity during the testing phase with both starship and starbase security teams as they found it useful during boarding drills where they were able to drop the weapon and engage in hand-to-hand combat. The compact design had one other benefit in that it was approximately two thirds the weight of a normal type 3 phaser rifle and much easier to aim.

Currently the CP90-3 is in limited use in Starfleet at this time, several ships have reported that the design is a welcome alternative too the standard type 3 phaser rifle.
